
Amy L. Whitlock, MS, GPC is a seasoned grant professional and project manager with over 25 years of experience securing funding and leading initiatives for community-based organizations, business, public education systems, and healthcare institutions. She has secured more than $150 million in grants, including three Robert Wood Johnson Foundation awards, and authored successful federal proposals for agencies such as the Departments of Justice, Education, Health and Human Services, Labor, Homeland Security, Agriculture, CDC, and SAMHSA.
Amy has a proven track record in workforce development, public health, education, and community-based services. She has also served as Special Initiatives Director, leading cross-functional teams in technology, marketing, and healthcare projects using Agile and Waterfall methodologies. She defines project scope, manages budgets and timelines, tracks KPIs, mitigates risks, and ensures deliverables meet quality standards, while driving continuous improvement.
Amy holds a bachelor’s degree from Indiana University and a Master’s in Business Management from Indiana Wesleyan University, where her master’s thesis—a business plan for school-based medical services—was fully funded at $1.5 million to launch a program in Indianapolis, which remains in operation today.
